Georgia just gave regenerative medicine a clearer set of rules. On May 11, 2026, the governor signed Georgia HB 1275 into law as Act 453, and it changes who can offer certain stem cell therapies and under what conditions. If you have read headlines about stem cell treatments and felt unsure what is actually legal, this is the law that tries to answer that for one state.
I run a regenerative medicine clinic in Tampa, so I read these bills closely. Here is the short version.
Georgia HB 1275 is a 2026 state law that lets physicians, and designated physician assistants or nurse practitioners, provide certain stem cell therapies the FDA has not approved. It sets rules for ethical sourcing, written patient consent, and advertising, and it bans cells taken from aborted fetuses.
Georgia HB 1275 is a new medical practice law that sets guardrails for human stem cell therapy in the state. It builds on what a few other states started and pushes the rules a step further. Every point below traces back to the signed bill text, which spells out the exact language.
Here are the basics:
The bill moved through the legislature with broad support, passing the Senate 48 to 0 and the House 166 to 1. That kind of margin tells you the ethical framing did most of the heavy lifting.
Georgia’s stem cell law is much broader than Florida’s.
We saw a version of this play out with peptides, when several peptides are legal again after a stretch of real confusion about what clinics could and could not offer. State rules tend to lag behind what patients already want and what good clinics already do. Then the law catches up.
Florida also wrapped its law in extra operating rules, from facility registration to advertising disclosures, and the state has since formed a workgroup to study whether to widen it. Georgia skipped that cautious start and wrote the broader version from the jump.
The demand helps explain the timing. Grand View Research pegs the regenerative medicine market at double-digit yearly growth, and it keeps climbing. When a field grows that fast, states stop ignoring it and start writing rules.
Under Georgia HB 1275, a physician can perform qualifying stem cell therapy, and so can a physician assistant or nurse practitioner once a physician gives a lawful designation. The therapy has to sit within that provider’s scope of practice, and the patient has to sign a consent form first.
Do not read that as a simple delegation shortcut. A lawful designation still has to be documented, the level of physician involvement has to be clear, and the treatment has to fall inside what that provider is trained and licensed to do. Skip those pieces and the flexibility turns into a liability.
Georgia’s approach lines up with how team-based regenerative care already runs. At our Tampa clinic, our physician assistant, Jeff Atlas, does the injections, and he brought years of orthopaedics experience with him. Dr. Gopal Grandhige owns and leads the clinic but is not the person holding the syringe, which is exactly how most patients want it. That structure shows up whether the visit is a peptide protocol or PRP for hair.
Florida’s law boxes stem cell therapy into three uses. Georgia’s law does not. In Georgia, the question is whether the therapy falls inside the provider’s scope of practice and meets the law’s other rules, not whether it fits three narrow buckets.
That matters because almost no regenerative clinic lives inside those three buckets. Patients come in for recovery, energy, joint support, skin, and general longevity goals. Regenerative options now show up across care, from recovery support to the 2026 aesthetic trends people ask about most.
The numbers back the demand. Precedence Research projects the U.S. stem cell therapy market will keep expanding at more than 12 percent a year through the next decade. A law that only allowed three uses would have been out of step with how the field actually works.
One reason Georgia HB 1275 matters is that it names its materials. The law defines human stem cell therapy and calls out Wharton’s jelly, the soft tissue inside the umbilical cord, and it requires the cells to come from properly registered and accredited facilities. Those facilities can sit in Georgia or anywhere else, so this is a sourcing standard, not a Georgia-only rule.
Here is where I get blunt with patients. Formation only uses human-grade compounds from licensed pharmacies. We do not touch research-grade material. Those unregulated molecules are not legal to administer, prescribe, buy, or hand out, and treating them as a bargain is a fast way to get hurt. We also hold SSRP and ISSCA certifications, two groups that set standards for how peptides, exosomes, and stem cells are handled.
Wharton’s jelly gets a lot of marketing hype because the cord tissue is rich in the kind of cells clinics want, which is exactly why the sourcing rule carries weight. Rich material from a sloppy supplier is still a risk. The same warning signs apply here that create compounding red flags with any injectable. If a provider cannot tell you where the material came from, who tested it, and how it was stored, walk out.
No. A state law like Georgia HB 1275 does not make a therapy FDA-approved. It creates a state pathway with rules, but the federal picture is separate, and the law itself makes clinics disclose when a therapy is not FDA-approved.
At the federal level, the FDA still regulates these products. Many products marketed as regenerative medicine have not been proven safe or effective, and the FDA cautions patients about exactly that. Most stem cell and exosome products sold for joints, energy, or anti-aging are not approved at all.
The disclosure rule is not just paperwork. If a patient is harmed by something sold as regenerative medicine, the FDA asks that it be reported through its adverse event system, and honest consent up front is what makes that kind of accountability work.
The detail that surprises people is how narrow real approval is. Right now the only FDA-approved stem cell products are blood-forming cells from cord blood, used for blood disorders, not for knees or wrinkles. Federal rules also lean on what is called the 361 framework, a set of rules for human cells and tissues that are only minimally processed and used for the same basic purpose in the body. If a product falls outside that, the FDA can treat it as a drug that needs full approval.
Stem cell therapy is not a shortcut to staying young. It is one tool that can support the body’s own repair, and it works best when your daily habits already pull in the same direction.
I explain longevity to patients as a seesaw, not a ladder. One side is building. That means protein, resistance training, and the signals that grow and repair tissue. The other side is renewal. That means fasting windows, sleep, and the cleanup your cells run when they are not busy growing. Health lives in the back-and-forth, not in maxing out one side. Your body runs on cycles, day and night, feeding and fasting, effort and rest. Most mistakes come from parking on one side forever.
Aging has known drivers. Researchers describe twelve hallmarks of aging, and stem cell therapy speaks to a few of them head-on. Hallmarks addressed: stem cell exhaustion, altered intercellular communication, and chronic inflammation. As we age, stem cells lose steam, cell-to-cell signaling gets noisy, and low-grade inflammation grinds on healthy tissue, a pattern sometimes called inflammaging.
Here is the part people skip. Peptides, exosomes, and stem cells do not do the work. Your lifestyle does the work. These tools fine-tune it and help your body get more from the effort you already put in. You also have to push on more than one pathway at once. The body compensates. Press a single lever and it reroutes around you through another pathway, and the result comes out weaker than you hoped.
So the habits that fit this pathway are simple and not optional. Strength train to signal repair. Protect deep sleep so growth hormone can pulse. Eat enough protein. Give your body real fasting and recovery windows so its cleanup systems switch on. Some patients add support like NAD therapy to back their mitochondria, but the daily work still carries the load.
Georgia HB 1275 will not change the rules in Florida, where we practice. It is a signal, though. State by state, regenerative medicine is getting real guardrails, and the clinics that last will be the ones already doing the careful, unglamorous work of verified sourcing, honest consent, and treatments matched to the person in the chair.
Strip away the headlines and Georgia HB 1275 is a good example of law catching up to care. It rewards practices that source cleanly and tell patients the truth, including the hard truth that a therapy is not FDA-approved. That is the standard we hold in Tampa, whatever a given state’s law says. If you are weighing regenerative options, ask sharp questions about sourcing, about who is performing the treatment, and about what the evidence really shows before you commit to anything.
