On February 27, 2026, HHS Secretary Robert F. Kennedy Jr. announced that approximately 14 of the 19 peptides placed on the FDA’s Category 2 restricted list in 2023 will return to Category 1 status. This reclassification allows licensed compounding pharmacies to legally prepare these peptides again when prescribed by a physician.
The peptides expected to return include BPC-157 for tissue repair, Thymosin Alpha-1 for immune support, AOD-9604 for metabolic health, GHK-Cu for anti-aging, and several others used for recovery, cognitive function, and hormonal balance.
These peptides still do not carry FDA approval and will require a prescription from a licensed medical provider. Over-the-counter availability is not anticipated. Grey-market peptides sold as “research use only” remain unregulated and pose significant safety risks.
As of this writing, the FDA has not published its official updated list. Patients interested in peptide therapy should work with qualified healthcare providers and source peptides only from licensed compounding pharmacies once they become legally available.

This means compounding pharmacies can legally prepare them again under physician prescription.

The official FDA list has not been released yet, but regulatory experts and industry analysts have identified the peptides most likely to return to legal compounding status. Based on the strength of existing safety data and the nature of each compound, the following are expected to shift back to Category 1:
This is arguably the most recognized and sought-after peptide today. BPC-157 is derived from a fragment of a naturally occurring protein found in gastric juice. Researchers have studied it extensively for its role in gut healing, tendon repair, musculoskeletal recovery, and inflammation reduction. Human clinical trials remain limited, but animal research is robust, and clinical feedback from practitioners has been overwhelmingly positive.
Connection to metabolic health: Gut barrier function is now understood as a critical factor in metabolic syndrome, insulin resistance, and systemic inflammation.
This is a naturally occurring peptide that supports tissue repair, wound healing, and inflammation control. Studies have examined its potential for cardiac tissue repair, corneal healing, and musculoskeletal recovery.
This stands as one of the most well-documented peptides on the list. Thymosin Alpha-1 is approved as a pharmaceutical in over 30 countries for hepatitis B, hepatitis C, and as an immune booster in cancer treatment. Its placement on the Category 2 list drew significant criticism given its established global safety record.
A tripeptide fragment of alpha-MSH that carries strong anti-inflammatory properties. Research shows promise for inflammatory bowel conditions and broader immune regulation.
This modified fragment of human growth hormone specifically targets fat metabolism without triggering the broader hormonal effects of full HGH. In late 2023, the FDA reclassified 19 popular peptides as “Category 2” bulk drug substances. This designation is reserved for compounds the agency believes carry significant safety risks. The decision effectively blocked compounding pharmacies from preparing these peptides for patients.

The FDA justified the crackdown by citing concerns over immunogenicity (immune reactions), manufacturing impurities, and the absence of large-scale human clinical trials.
However, critics pushed back hard. Clinicians, compounding pharmacists, and even members of Congress argued the move was regulatory overreach. Their concern? The ban would drive patients toward unregulated gray-market sources, creating the exact safety issues the FDA claimed it wanted to prevent.
Kennedy announced that the FDA’s original Category 2 classifications lacked legitimate safety concerns. As a result, roughly 14 of the 19 peptides will return to Category 1 status within weeks of the announcement.
